I've had that happen twice now. I couldn't connect for 24-48 hours for no reason and then it was suddenly okay again. I was almost ready to look into assigning my 3DS an ip and opening ports for it which can solve connection issues but can be kinda complicated if you don't know what you're doing - like me xP
I'd say wait for another day or so if the issue is still stopping you from connecting try deleting your current internet settings/connection on your DS and resetting it and if that doesn't work google the connection error message the DS gives you you should be able to find explanations on how to assign an IP and open the ports for it.
